Create a Bulletin of Inactive Users on the
BBS.  Similar to Dotoran's Saveuser PFile,
but uses direct reading of the userdatas to
gain maximum speed.  Also sorts the entries
and automatically adds the bulletin to NEWS:
each day in the correct way. Now with both
IBM and ISO screens in the bulletin.
