Paint Shop Pro 6.

The fairy in the photo is my 9-year old little sister Roosa.

For the curious, I used at least crop, smudge, soften, adjust red/
green/blue, fill, paintbrush, eraser, clone brush, gamma correction,
soften, gaussian blur, adjust hue/saturation, adjust contrast,
unsharp mask and adjust brightness/contrast. Five layers.
